FINAL SELLWOOD BRIDGE ENVIRONMENTAL IMPACT STATEMENT AVAILABLE FOR REVIEW
The Sellwood Bridge Final Environmental Impact Statement (FEIS) is available for public review on the project website. click here to access the site. Printed copies of the FEIS are available at select Multnomah County and Clackamas County libraries. In compliance with the Americans with Disabilities Act, alternative formats of the FEIS will be made available upon request (please call 503-988-6804 to make a request).
The FEIS evaluates the economic, social, and natural resource impacts of the No Build Alternative, the five Build alternatives (Alternatives A through E) evaluated in the Draft Environmental Impact Statement (distributed November 2008), and the preferred alternative (Alternative D Refined). Approval by the Federal Highway Administration of one of the Build alternatives is required before Multnomah County can move ahead with selection of a bridge type and more detailed project design.
CITY OFFERS MOTORCYCLE & MOPED METERED PARKING PERMIT
PDOT is offering motorcyclists a monthly metered parking permit that allows motorcycle or moped parking in any metered on-street space for the designated time limit indicated by the parking meter without payment of the meter fee.
"Providing this permit option begins to address the problem of receipt security and provides a convenient option for motorcycles and mopeds," said Ellis McCoy, Parking Operations Manager. The City developed this option with input from the Motorcycle and Scooter Citizen Advisory Committee in response to concerns from motorcyclists about SmartMeter parking receipts being removed from their vehicles. The pay-and-display receipt is subject to loss or theft. Because the City is phasing out the tear-off proof of payment, motorcyclists find it more difficult to provide proof of payment if their receipt is removed.
The permit is to be used for limited, short-term visits in a meter district and not for long-term commuter parking. The motorcycle or moped may stay on the blockface only for the time limit of the meter, after which it must be moved either across the street or to a different block.
The permit costs $40/month and must be attached to the rear license plate with screws. The license plate number on the permit must match that of the motorcycle or moped and be visible at all times.
The Motorcycle and Moped Parking Permit Program is a pilot program beginning September 1, 2010, and ending August 31, 2011. The Bureau of Transportation will monitor the program, make adjustments as needed, and adopt final rules in August 2011. The permit can be purchased through the mail at Parking Control, 1120 SW 5th Ave, Room 800, Portland, OR 97204 or by phone at 503-823-5412. In addition to any penalty imposed by the Court as a result of a citation, violations of this permit will be penalized as follows:
o 2nd violation - 10 days suspension of permit o 3rd violation - 30 days suspension of permit o 4th violation - revocation of permit
The City recommends that motorcyclists not interested in this monthly permit try the following option to secure their parking receipt and proof of payment: pay the SmartMeter fee and secure the parking receipt on or near the motorcycle seat, write down the expiration time after paying for parking, and take a photo of the receipt with a cell phone. If a motorcyclist is interested in a more secure method to display their parking receipt, locking permit and receipt holders are available commercially.
To obtain a transaction record because a receipt was removed from the motorcycle, call 503-823-7733. A benefit of paying for parking with a bankcard is the ease of obtaining a transaction record to dispute a citation.
Many garages, including the City's SmartPark, offer significantly reduced rates for motorcycles and mopeds. Commuters needing long-term parking are advised to consider purchasing a monthly motorcycle parking permit for the City's SmartPark garages. That permit is $30 per month.
