As of Today, the SBA is offering new, free tools for new and established small business exporters to help them grow and succeed in international trade. Small businesses will now have access to a six-part podcast series, an introduction to exporting Youtube video and an online training course.

SBA is making these new tools available as part of the World Trade Week celebrations taking place May 17-21 nationwide to raise awareness of the increasing importance of international trade to the nation's economy.

This year's World Trade Week activities support President Obama's National Export Initiative, which calls for doubling U.S. exports and supporting two million jobs over the next five years. The forum, Customers, Profits, Jobs and Growth, will focus on how to take advantage of opportunities in exporting to expand your business, reach new markets, increase sales, and weather economic downturns. SBA Proposes Women-Owned Small Business Rule
To Expand Access to Federal Contracting Opportunities

Recently the U.S. Small Business Administration released a
proposed rule aimed at expanding federal contracting opportunities for women-owned small businesses (WOSB).

The proposed rule is part of the Obama Administration's commitment to expand opportunities for small businesses to compete for federal contracts, in particular those owned by women, minorities and veterans. This proposed
rule identifies 83 industries in which WOSBs are under-represented or substantially under-represented in the federal contract marketplace.

Some of the components of the proposed Women-Owned Small Business rule include:

• To be eligible, a firm must be 51 percent owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens. The firm must be "small" in its primary industry in accordance
with SBA's size standards for that industry. In order for a WOSB to be deemed "economically disadvantaged," its owners must demonstrate economic disadvantage in accordance with the requirements set forth in the proposed
rule.
• Based upon the analysis in a study commissioned by the SBA from the Kauffman-RAND Foundation, the proposed rule identifies 83 industries (identified by "NAICS" codes) in which women-owned small businesses are under-represented or substantially under-represented. The SBA has identified eligible industries based upon the combination of both
the "share of contracting dollars" analysis, as well as the "share of number of contracts awarded" analysis used in the RAND study. This differs from an earlier proposed version of the rule which identified only four industries in
which women-owned small businesses were under-represented. This earlier version proposed to identify eligible industries based solely on the "share of contracting dollars" analysis used in the RAND study.
• In accordance with the statute, the proposed rule authorizes a set-aside of federal contracts for WOSBs where the anticipated contract price does not exceed $5 million in the case of manufacturing contracts and $3 million in the
case of other contracts. Contracts with values in excess of these limits are not subject to set-aside under this program.
• The proposed rule removes the requirement, set forth in a prior proposed version, that each federal agency certify that it had engaged in discrimination against women-owned small businesses in order for the program to apply to contracting by that agency.
• The proposed rule allows women-owned small businesses to self-certify as "WOSBs" or to be certified by third-party certifiers, including government entities and private certification groups. The proposed rule requires WOSBs which self-certify to submit a robust certification at the federal ORCA Web site and also to submit a core set of
eligibility-related documents to an online "document repository" to be maintained by the SBA. Each agency's contracting officers will have full access to this repository.
The SBA intends to engage in a significant number of program examinations to confirm eligibility of individual WOSBs. In the event of a contract protest or program review, the SBA will be entitled to request substantial additional documentation from the WOSB to establish eligibility.
o SBA intends vigorously to pursue ineligible firms which seek to take advantage of this program and in so doing to deny its benefits to the intended
legitimate WOSBs.

 

Portland Transportation Topics

 

 

Interstate 5 (Pacific Highway) Delta Park – Victory Boulevard to Lombard Street: A contractor is widening I-5 between Victory Boulevard and Lombard Street. The 1.2-mile project includes adding a third lane to southbound I-5, constructing a new southbound entrance ramp bridge at Columbia Boulevard, widening bridges and adding shoulders to northbound I-5. Lane closures on I-5 will only take place during nighttime hours, generally between 8 p.m. and 5 a.m.

The contractor is currently resurfacing the bridges over Columbia Boulevard and the Columbia Slough. During the week of Monday, May 17, through Friday, May 21, the contractor will close the left shoulder of I-5 northbound in those locations during daytime work hours.

During daytime work hours there will be periodic lane closures on Schmeer Road, Columbia Blvd. and the Columbia Blvd. to I-5 southbound on-ramp. Watch for shoulder closures on the northbound I-5 Victory Blvd. off-ramp. Flaggers will be on site to direct motorists and bicyclists.

Please be aware that work zone speed limits are enforced by enhanced police traffic patrols in the area.

U.S. 26 (Powell Boulevard) Pavement Preservation Project: A contractor is working on a project to pave SE Powell Blvd. between SE 51st Avenue and I-205. Work on the project includes installing two crosswalks at SE 75th Avenue and between SE 57th and SE 58th, improving sidewalk ramps and installing vegetated stormwater treatment planters. Paving work will take place during nighttime work hours. Daytime lane closures on S.E. Powell will take place between 9 a.m. and 3 p.m.

During the week of Monday, May 17, through Friday, May 21, the contractor will work on ADA ramps along SE Powell Blvd eastbound between SE 51st Avenue and I-205. This work will require intermittent right lane closures on SE Powell Blvd. eastbound between 9 a.m. and
3 p.m. One lane of Powell Blvd. westbound will remain open during the work.
Please be alert to enhanced Portland Police Bureau patrols in the project area.

In fact, it is and Mayor Sam Adams want to share with you a draft for implementing a new legal framework based on the Sidewalk Management Plan resolution passed by Portland City Council last year after a court ruled our local law unconstitutional.

Sidewalks are an important part of a city's common space. They are a public venue that, under law, must accommodate a range of uses. Sometimes these uses compete with each other. Sidewalks are intended to provide people with safe corridors to travel on foot. But they also provide a place for people to stop, sit, and rest. Or play music. Or panhandle.

Frustratingly, the law provides no guidance on how to resolve those competing uses. Cities are left to figure out how best to resolve those competing uses themselves. Managing public sidewalks is an ongoing challenge in Oregon and large U.S. cities.

Meanwhile, sidewalk conflicts and concerns recently have increased as government social safety net services are cut and the economic recession has pushed many more out onto the streets. And street level retail businesses have had to be more vigilant about business-related barriers to stay afloat as economic recession-related consumer spending has plummeted.

As Portland emerges from each rainy season, public usage of sidewalks increase along with more complaints about conflicting uses and illegal activities.

It implements Portland City Council Resolution 36743 approved in October 2009.

Zero tolerance enforcement of criminal law and the creation of a sidewalk pedestrian access zone are two cornerstones of the draft Sidewalk Management Plan ordinance. Panhandling is protected free speech under Oregon's unique state constitution. However, aggressive panhandling that involves criminal acts is not protected and the criminal acts can be prosecuted. Under this draft Sidewalk Management Plan ordinance approach, using more plain clothes and uniform police officers downtown, the City will use a zero-tolerance approach to these street crimes.

The link to the draft Sidewalk Management Plan ordinance creates a "pedestrian use zone," an area that measures 6 to 8 feet from the frontage line and includes each street corner. This pedestrian use zone allows for more efficient use of the available space. It is based on federal American with Disabilities Act (1990), Architectural Barriers Act (1968), and the Rehabilitation Act (1973), all of which include specific design guidelines that disabled citizens need for unobstructed passage on public sidewalks.

Five positions open on the Public Involvement Advisory Council. Apply by April 16, 2010

Are you interested in increasing the community's impact on government decisions? Would you like to work on a team to develop policies that will assist the City of Portland with involving the public in ways that are more inclusive, transparent and accountable?

If so, consider applying to serve as a volunteer member of the City of Portland's Public Involvement Advisory Council. Applications are now being accepted through April 16, 2010. The goal of this advisory council is to strengthen and institutionalize the City's commitment to public involvement and to assist City bureaus in creating consistent expectations and processes for public involvement activities. This advisory council is made up of both community members and city staff. Currently, the PIAC has five vacancies and is looking for members that can bring forward the perspectives of at least one of the following communities: Elder, Persons with Disabilities, Youth, Business, At-Large. The Northeast Coalition of Neighborhoods is hosting a Portland Plan Retreat. This event is open to all of North and Northeast Portland neighborhoods and we encourage residents, organizations and businesses to send a representative!

The purpose of this retreat is to convene neighbors living within the bounds of the Northeast Coalition of Neighborhoods (Neighborhoods include: Alameda, Boise, Concordia, Eliot, Grant Park, Humboldt, Irvington, King, Sabin, Sullivan's Gulch, Vernon and Woodlawn) (Business Districts include: North Portland BA, N/NE BA, Historic Mississippi BA and Hollywood Boosters) to address local concerns and examine how to advocate for needs as the Portland Plan process continues over the next 3 years and beyond.

Using interactive, popular education techniques, attendees will be encouraged to voice and identify community issues to be taken into account as the City of Portland creates the Portland Plan. Past community plans will be presented as a helpful guide for starting this process. Topics to be addressed include, but are not limited to, health, equity, housing, transportation, business, education, jobs, arts and culture, parks, etc.

Studded tire season extended to April 11
>
> ODOT today announced it will extend the studded tire season to 12:01 a.m. Sunday, April 11, 2010. Motorists should remove their studded tires by then. ODOT is working closely with the Washington State Department of Transportation, which is announcing the same decision.
>
> The season was scheduled to end April 1 at 12:01 a.m. Major changes in the weather forecast, the ferocity of weather storms predicted for the next several days and citizen input convinced ODOT to extend the deadline. Drivers are reminded to use extreme caution and be prepared for harh winter conditions in Oregon's mountain ranges.
>
> ODOT encourages drivers to consider other types of traction tires or chains because studded tires cause at least $11 million damage each year on city streets, county roads and state highways. Other types of traction tires are available. These traction tires meet Rubber Manufacturers Association standards for use in severe snow conditions and carry a special symbol on the tire sidewall showing a three-peaked mountain and snowflake. Research shows these tires provide better traction than studded tires when used on bare pavement.
>
> Drivers with studded tires on their vehicles in Oregon after the deadline can be charged with a Class C traffic violation, which currently carries a minimum $190 fine.

2010 Upward Bound Summer Internships Through PSU

By way of NNEBA, we have been informed that PSU has funding through their Upward Bound Program for a student intership program this coming summer.

Portland State's Upward Bound, Phillip Dirks, Program Director states that the program has about $19,000 to
spend on creating half-time (50 hours, $450) or full-time (100 hours, $900) summer internships for PSU students. Previously placed students have worked with local insurance companies, health agencies, and social service agencies. PSU is trying to expand the work environment selections this year to additional businesses. Students are available for placement from June 21 - August 31, and PSU provides the payment stipend for the student. All you have to do is provide the opportunity for a student to shadow a degreed professional and perform some meaningful work relevant to a college degree. These internships have been instrumental in helping our students gain job experience.

Upward Bound serves 81 low income, first generation high school students from Franklin High School, Grant High School, Jefferson Campus, Madison High School, Marshall Campus, and Benson High School. To date, 95% of the students stay in our program through high school graduation and since 1998, 80% of students are still either in college or have graduated.Only current-term PSU students may use our services as we are funded by student fees. City of Portland Updates   Last Thursday on Alberta Funding Community Meeting - and options to provide funding to BDAs for their street fairs and events. The public is invited to a community meeting about Last Thursday on Alberta. It will be held on Monday, February 8th, 2010, 6:00 - 8:00 pm, at the Acadian Ballroom, 1829 NE Alberta Street. Public testimony will be taken from stakeholders of Last Thursday, a monthly street fair generated by the community for which the City currently provides financial and logistical support. We are considering options for Last Thursday, as well as other 1st, 2nd, 3rd or last whatever day of the month events including: • Continue the event as is • Continue the event with significant changes • End Last Thursday on Alberta and funding for it We would like to hear your opinion on these or other options including taking funds held previously for Last Thursday on Alberta and distributing them to Portland BDAs for their event financial and logistics support. Public Hearings: Portland Plan Background Reports In February & March 2010 the Portland City Planning Commission will hold public hearings on the Portland Plan background reports. At the end of these hearings, the Planning Commission will recommend to City Council whether there is sufficient factual information to support goals and strategies to be developed in the Portland Plan. There are 13 background reports available: Arts and Culture, Economic Development, Energy, Food Systems, Human Health and Safety, Historic Resources, Housing, Infrastructure, Natural Resources, Public Schools, Urban Forestry, Urban form and Watershed Health. To view these reports click here. The state of Oregon requires every city to develop a Comprehensive Plan and to update it regularly through a periodic review process. Updates must focus on the City's goals, policies and actions for the next 25 years. If you would like to present testimony, it must be to the Planning Commission in writing by March 8, 2010. Police Bureau Introduces New Citizen Online Reporting System The Portland Police Bureau has launched a new Citizen Online Reporting System. This internet-based system, gives citizens the ability to report property crimes within Portland that have no suspect information, saving them time and money and freeing up valuable police resources for response to more critical incidents. Once submitted, Portland police officers will review and approve every report. Reports that require additional response or are otherwise inappropriate will be modified and responded to as needed. The reporting citizen will then receive a PDF copy of the approved and case numbered report via email within 72 hours. This online service is without any cost to the citizen and avoids the current minimum $10 expense and delay in receiving copies of reports not submitted online.
